The mission of non profitable organization “Medical Expert Council” and its integral part Medical Private Institution of additional professional education «Nefrosovet» is quality improvement of medical services provided for nephrological patients in Russian Federation.

The main tasks of nephrological service development program are:

- Reorganization and modernization of nephrological service in Russian Federation
- Preventive treatment of the population in order to stop the development of CKD
- Early detection and treatment of the patients with the early stage of CKD in order to cease the disease development
- Prevention for ill–risk group
- Progressive slowdown of the growth of the number of patients with CKD5 and dialysis as a result of the treatment of CKD1-CKD4 and renal transplantation
- Ensuring renal replacement therapy for patients with CKD5
- Timely treatment of patients with acute renal failure (ARF)
- Reduction of CKD mortality
- Renal transplantation for patients with CKD5

As a result of project implementation we expect expenses decrease for renal replacement therapy procedures because of financial means redistribution for the development of preventative methods of detection and treatment of patients with the early CKD stages which are less expensive compared to dialysis procedures.

The structured nephrological service is being created to treat patients with CKD according to the following model: Nephrological center – Department of Nephrology and hemodialysis (clinic) – Nephrological room (initial reception) in walking accessibility for the population.

The main goal of the program is to ensure nephrological and dialysis treatment to the population on the European standard level as regards to its quality and availability for 10 years.

The main principle of the project is preservation of the state ownership and carrying out modernization on the territory of the state clinics at the expense of the investor.

The new Nephrological and Hemodialysis centers are in compliance with the best medical standards and are equipped with the new modern equipment and unique information systems for patient treatment quality control.

The non-profitable service managing organization does not only carry out repair jobs but is also in charge of personnel affairs, implementation of modern treatment standards and patients' treatment quality control.

The work of the body is held in the framework of compulsory health insurance without the load on the regional budget.

The new departments of nephrology and hemodialysis are integrated into a unified nephrological network that is supported by the “Medical Expert Council” working on the basis of Department  of Nephrology and Hemodialysis of Moscow Medical Academy named after I.M.Sechenov, Russian Medical Academy for post graduate education (RMAPO), International Nephrological committee headed by the Chief Nephrologist of France, Chief Nephrologist of Health Care Ministry of the Russian Federation and other leading Russian and European specialists.

The projects successfully work in Ivanovo, Kemerovo, Kirov, Kostroma, Leningradskiy, Omsk, Tumen, Voronez regions, Khanty-Mansiisk autonomous district, Tyva Republic and are implemented in other regions as well as in other regions what shows their real relevance and social importance.
